Sourcing Context & Procurement Challenge

A major financial institution launched the construction of its new flagship headquarters. Procurement was tasked with sourcing all construction-related services from floor to ceiling: HVAC, electrical, civil works, interiors, elevators, fire protection, etc. The challenge was to deliver contractual coverage, timeline security, and cost control in a fast-moving, highly visible CapEx project.

Procurement Objectives & Strategic Levers

Goals included a >15% cost saving on baseline offers, reduced supplier risk, and maximum schedule reliability. Strategic levers included early contractor involvement (ECI), bundled RFX packages, and milestone-based payment plans tied to deliverables. Procurement also aimed to enforce safety and ESG compliance throughout the entire subcontractor chain.

Sourcing Strategy & Execution Approach

A work-package-based RFX approach was implemented with prequalified vendors. Scope overlap and interfaces were eliminated through technical alignment workshops involving engineering, architects, and procurement. Contracts were structured to include penalties for delay and bonus clauses for early delivery. Risk assessments were conducted for all suppliers with support from compliance and PMO.

Results & Values Delivered

Procurement secured all construction groups under contract within 10 weeks, achieving a cost reduction of 16%. Project delivery was completed on time and under budget. Supplier safety records and ESG adherence exceeded benchmarks. The bundled approach reduced change orders by 35% and improved site coordination through aligned timelines and joint planning sessions.

Role & Contribution

As procurement project lead, I defined the sourcing strategy, aligned with the PMO and CFO, and led all key negotiations. I acted as escalation point throughout construction and implemented real-time cost and progress tracking with digital dashboards. My contribution was instrumental in delivering the building both on time and below budget.

Conclusion & Reflections

CapEx sourcing requires more than just contracting – it requires orchestration. The key learning here: timeline risks are best mitigated through integrated sourcing and shared planning from day one. Procurement must act as a construction partner, not just a buyer.
